This one falls more into the Eurospy category. It has an actor in it that Schwarzenegger tried to convince into entering bodybuilding contests but is not the pugilistic guy with the consistently blurry right arm. 
These spy movies would be better with less camp and without trying to hit all the James Bond notes …more like Cry of a Prostitute’s seriousness sensibilities. SWs were good because they brought something better than what they were inspired by, in my estimation.

That one has Brad Harris who is in this one as well but I think Kommissar X takes place in the Mediterranean(?) whereas this one takes place in another location where the general area has thousands of small islands and a few bigger ones that are countries.

Black and white but looks more 60ish, at least the guy. I’d say early to mid 60s maybe 1964, genre maybe intrigue of some kind like Diabolique but that is not my guess… 
The actor is definitely Harry Fowler so a British film from the 60s or late 50s I would say
