I made a small search and found this:

Let me read about it and will let you know what’s the case with the conversions.

OK, here’s how it goes.

We will have to be careful of the percentage which we’ll add to each time 'cause it depends on which time’s % we are talking about.

  1. If we know the NTSC time and we want to find PAL time we have to decrease NTSC time by 4,096%
  2. If we know the PAL time and we want to find NTSC time we have to increase PAL time by 4,271%
  3. If we know the FILM time and we want to find PAL time we have to decrease FILM time by 4%
  4. If we know the PAL time and we want to find FILM time we have to increase PAL time by 4,167%

and so on.

I checked out those percentages with a couple of examples and they are correct. So, it depends on which runtime you know in order to find the other two runtimes, the percentages are not the same for all conversions.
