I think you summed it up very well … For me, this should have been ‘epic’, with all the elements as strong as they are just don’t make a classic. Such a pity.
‘Ace High’ opened in the United States appropriately enough in El Paso, TX, August 27 1969.

Re-titled ‘Revenge in El Paso’ in the UK it opened with top-billing on 16th November 1969. Distributed by Paramount Pictures it was one of the few non-Leone spaghetti westerns still playing into 1975/76. It made its TV debut on Saturday 19th June 1982 (BBC1 23:20 - 01:20).

Ia there any evidence to support a title use of “revenge at el paso” anywhere?

There are one or two listings with ‘at’ but hundreds with ‘in’, so I reckon ‘Revenge in El Paso’ is the correct title for the UK theatrical release. The other may have been used on a VHS somewhere, who knows.
