Welcome to the Community! The movie you’re thinking of is Comanche Blanco (White Comanche) from 1968. And yes, Shatner plays twins (one is good, and one is evil) who are of European and Native American parentage. The good twin was raised Caucasian, and the bad twin was raised Comanche. I’ve seen sections of it over the years, and know a lot of people, enthusiasts of the SW genre especially, see it as one of the worst films of the genre.
