Oh yes they did. I read the file. They drew up a whole load of objectionable scenes for discussion. However, the submission was pulled by Columbia and the film re-edited to get an M rating in American. When the film was re-submitted about about 2m-3m had been pre-cut. The BBFC then made extra cuts and issued an X. All of these cuts, both BBFC and Columbia cuts remain in all existing prints.
Well, that’s not very professional … never mind deeply hypocritical, considering they’re a body setting themselves up as a moral watchdog.

BBFC examiners often let their feelings get the better of them in the 1950s and 1960s. Several of the case files are most amusing. Jimmy Sangster’s writing was described as ‘uncouth, uneducated, disgusting and vulgar’ by one examiner reviewing Dracula for example (Sangster had attended a private boarding school). One examiner started writing in capital letters, like Trump, after watching Horrors of the Black Museum.

I think then that this is, The Day Will Dawn , released in the US as The Avengers (1942) with a very young Walter Gotell, many years away from his promotion to head of the KGB in the Bond movies.
