This must be a Czech Kung Fu movie, as I have no other ideas !
Could be one of Rohmer’s “Moral Tales”, one of the first two.
Got it now thanks to the bonus clues, but have never actually heard of this one … I’ll leave it to see if anyone else wants a crack at it.
