Two reasons.

First, he is in the hall. He was inducted in 2011. Col. Mortimer just hasn’t posted his bio in the page yet. (see the top of page 31 of this thread to see details of this.

Second, it’s been made clear that the voting this year would be based on a specific group of nominees. Scroll back a couple of pages and you will see how this works and the names nominated then have another go based on the options available.
