Need help with a movie...Villain with long blonde hair (wig)

I vaguely remember my uncle watching this movie when I was a wee one. The villain has really long blonde hair, like a wig? He thinks the hero is in a barn, but the hero is behind him in a tower and he shoots the guy in the back, and it’s like he’s made of paper or something as a big hole gets blown in him. Any help would be greatly appreciated.

I know it’s not much to go on.
