Well, if it was made from the beginning on for both, for TV in the US and for a theatrical release in Europe, it is also kinda both.
Funnily Andrej Tarkovski made in 1957 a 19 min short film, which is really an adaptation of Hemingway’s story.
In the same year Siegel made a 2nd one, also a remake of a 40s noir, and that one was also released theatrically in Europe. I haven’t seen it for a long time, it is far less famous, but I like it maybe more.
The Hanged Man which features also a prominent cast with Robert Culp, Very Miles and Edmond O’Brien.

And in 1967 he made a TV western with Henry Fonda called Stranger on the Run. In that one the TV origin is more obvious, that one feels less cinematic.
